All immigration consultants in Canada should be registered with ICCRC (The Immigration Consultants of Canada Regulatory Council). Please check the Council’s public register on ICCRC to find out details about immigration consultant.
Retainer agreement
As per Law Society of Ontario, “When you are retained by a client, you should consider confirming the terms of the engagement with the client in writing in order to avoid any misunderstanding between you and your client. Essential terms of the engagement may be confirmed by way of retainer agreement executed by the client or an engagement letter. The content of the retainer agreement or engagement letter will vary depending on the client and the nature of the matter.”
Always request for retainer agreement from immigration consultant before paying any fees
Do not sign blank paper
It is always good practice to review documents completely before signing it. Do not sign on any blank paper. This might put you in big trouble later on.

Request copies of signed papers
Always request for copies of documents on which you have signed and keep them safe. I would highly recommended to put copies in a binder.

Whenever immigration consultant requests you for a payment, please make sure it was discussed and mentioned in retainer agreement already. Most immigrations consultants will offer you receipts. In case if they forget to send you the receipt, please request them.
